HRUHCA’s VDOT Work Zone Traffic Control Training Program (WZTCTP)

The Virginia Department of Transportation (VDOT) has established a mandatory Work Zone Traffic Safety Training Program (referred to by VDOT as the Work Zone Traffic Control Training Program or WZTCTP) based on Federal Highway Administration (FHWA) regulations provided in the Code of Federal Regulations (23 CFR 630 Subpart J) which states that:

"States (ie Virginia shall require that personnel involved in the development, design, implementation, operation, inspection, and enforcement of work zone related transportation management and traffic control be trained, appropriated to the job decisions each individual is required to make".

As of July 1, 2009, any employee of a heavy construction company who is responsible for work zone traffic control planning, design, implementation, inspection, and/or supervising the selection, placement, or maintenance of traffic control schemes and devices in work zones on the State Highway System is required to have this training.

Levels of Training

There are three (3) levels of Work Zone Safety Training:

1. Basic Training

This is a one‐day “base” training course designed for VDOT maintenance managers, or private heavy construction workers or superintendents who have direct responsibility for the placement of work zone traffic controls and control devices.

2. Intermediate Training

This is a two‐day training course designed for construction supervisors (foremen, superintendents, and private engineers or hired consultants responsible for on‐site inspection and placement of traffic control devices around state highways.

3. Advanced Training

This is an intensive 2‐day course designed for construction safety managers, private design engineers, or other safety administrators who are responsible for designing safety work zones, drafting electronic work zone safety plans for projects, and VDOT Residency permit personnel involved in the approval of work zone permits.

Classes, Class Size, Cost of Class, What’s Included

We currently teach the basic and intermediate courses. Minimum class size is 5. Maximum class size is 10.

The course fees are as follows: Basic WZTCT Work Zone Training:
HRUHCA Member Price: $220.00/student
Non‐Member Price: $250.00/student

Intermediate WZTCT Work Zone Training:
HRUHCA Member‐Price $360.00/student
Non‐Member Price $400.00/student


Note: These prices includes the book used for the course and lunch.

Classes will start at 8 AM in the morning and will run until 4 PM in the afternoon.

HRUHCA member firms can request billing. Non‐members can bring a company check to the first day of the training or can pay with corporate credit cards. HRUHCA accepts Master Card, or VISA.
